Bangladesh Govt failing to ensure Human Rights of Minority Hindus : Alleges JusticeMakers Bangladesh

Bangladesh government is failing to ensure protection for its citizen and Hindu community which is a ‘minority. This is alleged by ‘JusticeMakers Bangladesh’, a human rights watchdog in Bangladesh. Bangladesh is a secular ‘People’s Republic’ but having a strong dominance of the Islamic fundamentalists sinceits inception.Responding to the recent incident of vandalising and attempting to torch Hindu Loknath Temple in Hathazari near Chittagong, the ‘Justice Makers Bangladesh’ immediately came into action to reveal facts behind the incident.

This incident of communal arson attack on Hindu religion minority community in Hathazari Upazila under Chittagong District was perpetrated on February 09 and 10, 2012. Elements like radical Islamic Jamaat E Islami's cadre were suspected to do this illegitimate act against Hindus.
According to the local people, on 9 February, Hindus in the area took out a procession to celebrate the founding anniversary of Loknath Sebasram. They used microphone and drums in the procession. When the procession was passing a mosque, Muslims in the mosque forbade them to drums. At stage, someone from mosque hurled a brick bat on the procession one. An altercation took place at once which turned into chase and counter-chase when someone from the procession responded by throwing a brick bat. Police organised a meeting between the two parties. A group of Muslims said that the meeting will be held in the mosque and the Hindus agreed. The meeting started in the evening. Requesting anonymity, several of those who attended the meeting told Media that a handful of miscreants vandalised a temple on the Loknath Sebasram premises when the meeting was underway. They also vandalised seven to eight cars of the temple's visitors.

Understanding the gravity and sensitivity of the issue, JusticeMakers Bangladesh immediately formed a fact finding team of five members under the leadership of its Chief Executive Officer Adv. Shahanur Islam. The members of this team were, Adv. Mohammad Alamgir, Vice Chairman JusticeMakers Bangladesh, Ganesh Rajbonshee, fact finding officer of JusticeMakers Bangladesh.

The Fact Finding team conducted an investigation mission from February 23 to 25, 2012. During the time of investigation, the fact finding team visited the all spots of incident, talked with the victim of arson attacked as well as physical assault, talked with the eyewitness, local civil society people and local administration as well as collected the all information and documented it with video and still picture format. It was the JusticeMakers Bangladesh, which published live footage of the attack which is available on the Internet.

The JusticeMakers Bangladesh team found tremendous horror in the minds of the victims of this violence. Though the victims of violence knew most of the perpetrators, they refused to mention their identity and disclose their name scaring for imagining future trouble.

The JusticeMakers Bangladesh fact finding team documented at least 13 temples, 6 minority Hindu homes and 6 business shops which were set fire to ashes, vandalized and looted the valuable properties and also physically assaulted Hindus.

After this splendid on-the-spot investigation, JusticeMakers Bangladesh team candidly stated its observations. Leader of the JusticeMakers Bangladesh fact finding team told NewsBharati that, “The attack was preplanned and was patronized by some Islamic and non Islamic political parties trying to spread own created communal rumor of destruction of a local mosque.” The team also observed that the arson attacked, physical assault, looting and vandalizing activities have been perpetrated on the nose of local administration.

As the Hindu violence victims informed the local administration to ensure their protection, the local administration primarily assured them to ensure their security, but unfortunately due to some ‘unknown’ reason it failed to protect the Hindu Community and restrain the attack.

JusticeMakers Bangladesh also observed that during the attack, the Police machinery remain idle, blind and did nothing to stop the vandalism. Moreover, though the police registered the five criminal cases with the Hathazari as well as arrested 21 perpetrators connecting the incident. But having no coordination, it has failed to arrest the main perpetrators.

JusticeMakers Bangladesh has said that it is gravely concerned over this incident of communal arson attack on minority Hindu community in Hathazari Upazila under Chittagong district and is demanding to bring the perpetrators before the Law. JusticeMakers Bangladesh also demands urgent and impartial judicial investigation by High court judge in this case to reveal main accused behind this attack on Minority community and rehabilitate the victim of violence earliest possible.

PRESS RELEASE:Communal arson attacked on Hindu minority community: Government failed to ensure their protection

 A  fact finding team of five members formed by JusticeMakers Bangladesh comprising Advocate Mohammad Alamgir, Vice Chairman of JusticeMakers Bangladesh, Mr. Gonesh Rajbonshee, Volunteer fact finding officer of JusticeMakers Bangladesh, led by Advocate Shahanur Islam, Founding Secretary General and Chief Executive Officer of JusticeMakers Bangladesh has been conducted a fact finding investigation mission from February 23 to 25, 2012 regarding the incident of  communal arson attacked on Hindu religion minority community in Hathazari Upazila under Chittagong District perpetrated on February 09 and 10, 2012.

 
During the time of investigation, the fact finding team visited the all spots of incident, talked with the victim of arson attacked as well as physical assault, talked with the eyewitness, local civil society people and local administration as well as collected the all information and documented it with video and still picture format. Though the victim of violence knows most of the perpetrators, they did not willing to disclose their name scaring for imagining future trouble, they will face if they mention. In this time Justicemakers Bangladesh fact finding team documented al least 13 temples, 6 Hindu’s homes and 6 business shops was set fire to ashes, vandalized and looted the valuable properties and also physically assaulted at least one Hindu community minority people.

During investigation the JusticeMakers Bangladesh observed that the attacked was preplanned patronizing by some Islamic and non Islamic political party spreading own created communal rumor of destruction of a local mosque. The team also observed that the arson attacked, physical assault, looting and vandalizing activities has been perpetrated on the nose of local administration. As the victims inform the local administration more time to ensure their protection and the local administration primarily assured them to ensure their security, but unfortunately due to unknown reason they failed to protect them.

JusticeMakers Bangladesh also observed that during the agitation the police showed restraint and nothing to do to stop the vandalism. Moreover, though the police registered the five criminal cases with the Hathazari as well as arrested 21 perpetrators connecting the incident, there is no coordination with each others and failed to arrest the main perpetrators. 

JusticeMakers Bangladesh gravely concerned over this incident of communal arson attacked on Hindu religion community in Hathazari Upazila under Chittagong district and demands bring the perpetrators before the book urgently after an impartial judicial investigation formed by High court judge as well as rehabilitate the victim of violence ASAP.

Police submits the destroyed report: Human rights defender and lawyer assualt case

 Mr. Golam Mostofa Rashel, Senior Assistant Police Commissioner of Mohammadpur zone, DMP, Dhaka submitted a destroyed deport to the Metropolitan Magistrate Court on June 06, 2012 stating that the allegation made by Advocate Shahanur Islam, founding secretary general of JusticeMakers Bangladesh against  Mohammad Yusuf, sub inspector of Mohappadpur Police Station alleging attempt to arrest after physical attacked on April 03, 2012, while Mr. Islam visited the said police station to file a general diary asking to ensure the physical secuirity of him and his colleges, who were assist to file a case against jail superintend and jailor of Naogaon district as well as others seven police officials of Badalgachhi police station under Naogaon district, including the former officer in charge alleging death due to negligence after torture in police custody on March 19, 2012, resulting some unidentified people threatened Mr. Islam and his colleagues to with draw the said case on March 26 and April 03, 2012 respectively was not true.


Mr. Islam filed a petition case under section352 and 355 of penal code with the Chief Metropolitan Magistrate court on April 18, 2012 and the learned magistrate pleased to issue an order to the deputy commissioner of DMP (Tejgaon Zone) to submit the report by June 13, 2012 after proper investigation. Then Mr. Imam Hossain, deputy Police Commissioner, DMP (Tejgaon Zone) assigned to Mr. Golam Mostofa Rashel, Senior Assistant Police Commissioner of Mohammadpur zone, DMP, Dhaka to investigate the alleged incident.

Here especially mentioned that Mr. Golam Mostofa Rashel, investigating officer conducted his investigation sitting in his office Mohammadpur police station which is also the place of incident. During the investigation he created psychological pressure to Mr. Islam  to withdraw the case as well as Mr. Alamgir not to give the witness on behalf of Mr. Islam. Furthermore, one district Judge (Judge of Environment Court, Dhaka) level officer of Dhaka district and session judge court create influence to the eyewitness as well as Mr. Shahanur to withdraw the case. Moreover, while Mr. Alamgir only one eyewitness of the incident went to the Mohammadpur police station, DMP, Dhaka for giving his statement, the perpetrator Yusuf created a scaring environment always following him presenting that room where Mr. Alamgir was giving his statement. Finally, the investigation officer submitted destroyed report failing to manage Mr. Islam to withdraw the case.

নির্যাতনকারী পুলিশ অফিসার যখন তদন্ত কমিটির সদস্য: থানায় মানবাধিকার কর্মী ও আইনজীবী লাঞ্ছনা

 বহুল আলোচিত ও নির্যাতনের অভিযোগে অভিযুক্ত পুলিশ অফিসার যখন থানা পুলিশ কর্তৃক মানবাধিকারকর্মী ও আইনজীবীকে শারীরিকভাবে লাঞ্ছনার অভিযোগে গঠিত তদন্ত কমিটির সদস্য হয়, তখন সেই তদন্তের ভবিষ্যৎ কি হবে তা সহজে অনুমানীয়। তদন্ত কমিটির সদস্য পুলিশ অফিসারটি আর কেউ নয়, জাতীয় সংসদের বিরোধীদলীয় চীফ হুইপ ও সংসদ সদস্য জয়নাল আবেদীন ফারুককে মানিক মিয়া এভিন্যুতে নির্মমভাবে নির্যাতন করে বহুল আলোচিত বর্তমানে ঢাকা মহানগর পুলিশের তেজগাঁও জোনে কর্মরত এডিসি বিপ্লব বিশ্বাস।



জাষ্টিসমেকার্স বাংলাদেশের প্রতিষ্ঠাতা মহাসচিব এবং বাংলাদেশ বার কাউন্সিল ও ঢাকা বার এসোসিয়েশনের সদস্য অ্যাডভোকেট শাহানূর ইসলাম পুলিশের বিরুদ্ধে সাধারণ ডায়েরী করতে চাওয়ায় মোহাম্মদপুর থানা ডিউটি অফিসারের কে এসআই মোহাম্মদ ইউসুফ কর্তৃক তাকে শারীরিকভাবে লাঞ্ছনাপূর্বক গ্রেফতারের চেষ্টার অভিযোগে জাতীয় মানবাধিকার কমিশন  কর্তৃক নির্দেশীত হয়ে স্বরাষ্ট্র মন্ত্রনালয় কর্তৃক গঠিত উচ্চ মতা সম্পন্ন তদন্ত কমিটির একজন সদস্য এই বহুল আলোচিত ও অভিযুক্ত নির্যাতনকারী পুলিশ অফিসার। তিন সদস্য বিশিষ্ট এ কমিটির অন্য দু’জন সদস্য হলেন স্বরাষ্ট্র মন্ত্রনালয়ের উপসচিব ( ইমিগ্রেশন এবং পাসপোর্ট) জনাব মো: সলিমুল্লাহ ও মানবাধিকার সংগঠন নাগরিক উদ্যোগের প্রধান নির্বাহী জনাব জাকির হোসেন। গত ২৪/০৬/২০১২ ইং তারিখে স্বরাষ্ট্র মন্ত্রনালয়ের সিনিয়র সহকারী সচিব মাকসুদা ইয়াসমিন এর স্বাক্ষরে গঠিত উক্ত কমিটিকে বিষয়টি যথাযথ তদন্তপূর্বক আগামী ২৪ জুলাই ২০১২ ইং তারিখের মধ্যে প্রতিবেদন দাখিলের নির্দেশক্রমে অনুরোধ করা হয়েছে। তারই ধারাবাহিকতায় কমিটি আজ অভিযোগকারী  অ্যাডভোকেট শাহানূর ইসলাম এবং অভিযুক্ত পুলিশ অফিসার এসআই মোহাম্মদ ইউসুফের বক্তব্য লিপিবদ্ধ করেন এবং আগামী ১৮ জুলাই ২০১২ ইং তারিখে সাক্ষীদের বক্তব্য গ্রহণের দিন ধার্য করেন।
