According to reliable sources, on September 24, 2023, in the Ramphal Union of Bagerhat district, a 45-year-old Hindu minority woman named Rupali Das was involved in a verbal altercation with an Islamic woman named Momena Begum when she went to fetch water at a tube well. Momena Begum, with malicious intent, accused Rupali Das of insulting Islam by using offensive language.
The next day, on September 25, 2023, local Islamic leaders mediated and compelled Rupali Das to publicly apologize to everyone present during a reconciliation meeting. Following this, female members of the local Islamic community patronized by the Islamic extremist demonstrated outside Rupali Das's house on September 26, 2023, demanding her arrest on blasphemy charges. In response to their allegations, an Islamist named Yashin Khandakar filed a false case against Rupali Das under section 153/298/506 of the penal code at the Ramphal Police Station. Consequently, the police immediately arrested her and produced her in court. Later, the court ordered her to be sent to jail custody.
Advocate Shahanur Islam, the Founder President of JusticeMakers Bangladesh in France (JMBF) and an eminent human rights lawyer, has strongly criticized and expressed outrage over the incident, stating that it directly threatens the existence and fundamental rights of religious minorities residing in Bangladesh and violates their freedom of expression as guaranteed by the constitution of the People Republic of Bangladesh, as well as universal principles of human rights.
Advocate Shahanur Islam further emphasized, "Rupali Das is an elderly woman, and the charges against her are clearly baseless and motivated by religious and political factors. Despite the charges being clearly bailable, the court ordered her sent to jail custody instead of granting bail, which is completely unjust."
Advocate Shahanur Islam also pointed out that the incident in Bagerhat, where a Hindu minority woman was arrested on allegations of insulting Islam, is not an isolated incident but part of an ongoing pattern of violence, discrimination, and intolerance against minority communities in Bangladesh.
JMBF demands justice for Rupali Das and urges the international community to take notice of the deteriorating human rights situation of minority communities in Bangladesh.
Above all, JusticeMakers Bangladesh in France (JMBF) urges the government of Bangladesh to establish a Minority Commission and enact a Minority Rights Act to ensure the protection and development of the rights of minority communities in Bangladesh.

নির্ভরযোগ্য সূত্রে জানা যায় যে, গত ২৪ সেপ্টেম্বর ২০২৩ তারিখে বাগেরহাট জেলার রামপাল থানার গৌরম্ভা ইউনিয়নের ১নং ওয়ার্ডের রুপালী দাস নামক ৪৫ বছর বয়স্কা হিন্দু ধর্মীয় এক সংখ্যালঘু মহিলা টিউবওয়েলে পানি আনতে গেলে সেখানে মোমেনা বেগম নামক এক ইসলাম ধর্মীয় এক মহিলার সাথে বাদানুবাদ হয়। মোমেনা বেগম ভুক্তভোগী রুপালী দাসকে শায়েস্তা করার জন্য তাঁর বিরুদ্ধে গ্রামের অন্যান্য ইসলাম ধর্মাম্বলী ব্যক্তিবর্গের নিকট অভিযোগ করে বলে যে, রুপালী দাস উদ্দেশ্যমূলক ভাবে ইসলাম ধর্ম অবমাননা করে কথা বলেছে।পরদিন,২৫ সেপ্টেম্বর ২০২৩ তারিখে স্হানীয় ইসলাম ধর্মীয় নেতৃবৃন্দ উম্মুক্ত শালিস বৈঠকের মাধ্যমে রুপালী দাসকে সকলের সামনে ক্ষমা চাইতে বাধ্য করে।অতঃপর, স্থানীয় ইসলামধর্মীয় নেতৃবৃন্দের প্রত্যক্ষ ইন্ধনে গত ২৬ সেপ্টেম্বর ২০২৩ তারিখে মহিলারা বিক্ষোভ মিছিল সহকারে রুপালী দাসের বাড়ীতে গিয়ে তাঁর ফ্রেফতার দাবী করে। এমতাবস্থায়,গত ২৬ সেপ্টেম্বর ২০২৩ তারিখে ইয়াছিন খন্দকার একজন ইসলামধর্মীয় মৌলবাদী ব্যক্তি রুপালী দাসের বিরুদ্ধে ধর্ম অবমাননার অভিযোগে রামপাল থানায় দণ্ডবিধির ১৫৩/২৯৮/৫০৬ ধারায় মামলা করলে পুলিশ তাৎক্ষনিকভাবে তাকে গ্রেফতার করে আদালতে প্রেরণ করলে বিজ্ঞ আদালত তাকে জেল হাজতে প্রেরণের আদেশ প্রদান করে।

অ্যাডভোকেট শাহানূর ইসলাম উক্ত ঘটনা বাংলাদেশে বসবাসরত ধর্মীয় সংখ্যালঘুদের অস্তিত্বের ওপর সরাসরি আঘাত এবং গণপ্রজাতন্ত্রী বাংলাদেশের সংবিধান প্রদত্ত মৌলিক অধিকার মত প্রকাশের স্বাধীনতা সহ আন্তর্জাতিক মানবাধিকারে সুস্পষ্ট লঙ্ঘন বলে মনে করেন।
বাগেরহাটে ধর্ম অবমাননার অভিযোগে হিন্দু ধর্মাম্বলী সংখ্যালঘু মহিলাকে গ্রেফতার করে জেলহাজতে প্রেরনের ঘটনাকে বিচ্ছিন্নভাবে দেখার সুযোগ নেই, বরং উক্ত ঘটনা সারা দেশে ধর্মীয় সংখ্যালঘুসহ অন্যান্য সংখ্যালঘু সম্প্রদায়ের ওপর চলমান হত্যা, গুম, নির্যাতন, বৈষম্যের অংশবিশেষ বলে অ্যাডভোকেট শাহানূর ইসলাম মনে করেন।
অ্যাডভোকেট শাহানূর ইসলাম আরো বলেন,“ রুপালী দাস একজন বয়স্কা মহিলা এবং তাঁর বিরুদ্ধে দায়েরকৃত মামলায় ধারাগুলো সুস্পষ্টভাবে জামিনযোগ্য হওয়া স্বত্ত্বেও তাকে জামিন প্রদান না করে জেল হাজতে প্ররণের আদেশ প্রদান করে বিজ্ঞ বিচারক সম্পূর্ণ অবিচারকসুলভ মানসিকতার পরিচয় দিয়েছেন, যা বিচার বিভাগের নিকট থেকে কোন ভাবে কাম্য নয়”।
আডভোকেট শাহানূর ইসলাম অবিলম্বে সংক্ষালঘু সম্প্রদায়ের মানবাধিকার সংরক্ষণ ও উন্নয়নে সংখ্যালঘু কমিশন গঠন এবং সংখ্যালঘু অধিকার আইন প্রনয়ন ও কার্যকর করতে সরকারের নিকট জোর দাবী জানিয়েছেন।
